[Environmental] Environmental Protection Administration Will Evaluate No. 6 Naphtha Cracking Project during May and June (Chinese Version)

The Liberty Times & udn.com (2010/01/26) The Control Yuan have recently received more and more petitions accusing No. 6 Naphtha Cracking Project (NC-6) of contaminating the neighboring environment. Environmental Protection Administration and the Environmental Assessment Commission Members have reached an agreement on January 26 to conduct a comprehensive evaluation of the No.6 Naphtha Cracking Project, clarifying the correlation between NC-6 and the ascending of the residents' cancer incidence rate and death rate.

NC-6, with a 2603-ha. site, 13 stationed enterprises, a total investment of 574.4 billion NT dollars and 68 plants, began to work since 1999. Its oil-refining capacity reaches 25 million tons per year, and its ethylene output reaches 2.935 million tons per year. The annual output value in 2008 is 1 trillion and 168.8 billion NT dollars, 11.9% of the GDP that year. In average, 40 billion NT dollars of tax revenue comes from NC-6 every year. NC-6 takes a great role in Taiwan's petrochemical industry. However, the Control Yuan has received more and more petitions against NC-6, accusing that under the pressure form the enterprises of NC-6 the standards of environmental requirement have been leveled down gradually year by year, owing to which the western costal area have been seriously polluted. The environmentalist parties' resentment also increases, urging Environmental Protection Administration to reassess NC-6.

Environmental Protection Administration and the Environmental Assessment Commission decide to conduct a comprehensive assessment on NC-6 from May to June. The evaluation items are divided into two groups: economic side and environmental side. The former contains: the economic contribution of NC-6 to the nation and the petrochemical supply chain; the latter contains: air quality, volatile organic compounds, peculiar smell control, greenhouse gas emissions check, epidemiological survey, sea water quality analysis, soil and groundwater pollution early warning system and impact analysis of fisheries resources.
