國科會正推動與國外卓越大學及研究團隊合作的龍門計畫，德國也有研究生訓練計畫，以下資訊可以做為國內學者與德國合作之參考。
德國聯邦政府與各邦政府於2005年6月23日達成協議進行卓越計畫，雙方認定這項計畫的宗旨為：
1. 補助大學校内的頂尖研究，並提高其國際知名度
2. 替後進學者創造優良的大學研究環境
3. 促進各學門與各領域之間的合作
4. 加強國際研究界之間的聯繫
5. 推動學術方面的兩性平等
6.啓動德國學術競爭，提高德國科技水準

德國卓越計畫又分爲下列三項計畫執行：
1. 研究所計畫 (Graduiertenschulen)：補助對象為後進學者
2. 卓越團隊計畫 (Exzellenzcluster)：補助對象為頂尖研究團隊
3. 未來計畫 (Zukunftskonzepte)：推動大學校内頂尖研究計畫的未來遠景

德國卓越計畫德國研究基金會與學術委員會 (Wissenschaftsrat) 共同執行。卓越計畫的第一和第二項由德國研究基金會主導，第三項則由學術委員會主導。

德國研究基金會的專門學科委員會與學術委員會的政策委員會組成一個共同委員會，以執行卓越計畫各項包括計畫評審等事務。這個共同委員會的主席為德國研究基金會主席 Matthias Kleinert 教授，副主席為 Peter Strohschneider 教授，其他成員包括近20位來自德、英、美、荷、奧、瑞士等各國的學者和專家。另外還成立卓越計畫核款小組。這個具有決定權的核款小組由共同委員會及德國教育研究部部長和各邦教育部長組成，但是共同委員會佔有多數票。

卓越計畫的申請程序分兩個階段：1. 計畫草案；2. 計畫申請案。提出申請案的各大學有校外研究機構參與更爲理想。第三項補助的機構則必須至少包含一個卓越團隊和一個研究所。

從 2006年10月至2007年10月總共甄選出39所研究、37 個卓越團隊及9項未來計畫，補助總額達19億歐元，補助期限為五年，其詳細執行辦法以聯邦政府與各邦政府共同決定的規則為凖。德國聯邦政府與各邦政府將於 2009年決定是否在2012年以後繼續執行德國卓越計畫。

德國卓越計畫内容簡介及獲得2007-2012年補助的機構名單如下：

1．研究所計畫

研究所對建設德國成爲國際知名的高級學術區是一個不可缺少的重要因素，因爲這些優良的研究所在一個卓越研究領域内，比照博士生制度提拔學術後進，成爲提高學術水準的重要機制。因此這些研究所具有最好的修習博士學位的條件，同時也促進博士生產生對其進修的研究機構產生向心力。

卓越團隊的目的是提高德國大學的國際知名度，使其成爲具有競爭力的研究及培訓機構，進而建立學術科技網促進合作。卓越團隊應該成爲大學重要的政策及其領域展現。除此之外，卓越團隊還應該提拔後進年輕學者。卓越團隊計畫與其他兩項計畫在提高德國學術科技水準及其國際競爭力方面均能做出極大貢獻。

未來計畫的目標在擴建德國大學頂尖研究，使其在國際市場上更具有競爭能力。所有能達到這個目標的措施，例如永續發展其卓越研究領域，使其研究領域更趨完善，繼而即躋身於國際頂尖地位的措施均將獲得補助。透過這項補助，德國才能不斷地顯現其卓越成就，鞏固其身為學術科技大國的地位。
