United Daily News, Economic Daily, China Times E-paper (2009/11/11), Economic Daily (2009/11/13) & Economic Daily (2009/11/15) The Ministry of Economic Affairs, MoEA, had just announced that the application proposal of Taiwan Innovation Memory Company, TIMC, had been approved on 11th-November, and that National Development Fund would invest 4.9 billion NT dollars in the case. At the meanwhile, however, the Legislative Yuan's Economics Committee adopted a resolution yesterday to demand the economic affairs authorities to discard the restructuring plan for Taiwan's DRAM industry; also it was also demanded that the investment of National Development Fund should be discarded as well. TIMC office responded that TIMC's plan was still being carried out as how it was planned; whereas, MoEA in its hesitation commented that before the Executive Yuan made a decision, the procedure should keep going.

When the Legislative Yuan's Economics Committee was reviewing the regular administration and the special administration budgets of MoEA on 11th-November, Lawmakers including Meng-an PAN (DPP), Shou-chung TIGN, Chung-shung HSU, Shao-ho CHUNG and Cang-min LIN (KMT) suggested to stop the reconstructing plan for Taiwan's DRAM industry and the committee agreed to the suggestion. The committee believed that MoEA's reconstructing plan for Taiwan's DRAM industry which makes possible TIMC's application for the Executive Yuan's National Development Fund, was a waste. In order to prevent the waste, the committee demanded MoEA to stop the plan and to disapprove the application.

On the 11th evening, Vice Minister of MoEA Jung-chiou HWANG said, to respect the lawmakers' resolution, not only the funding to TIMC would be withdrawn, but also the reviewing of Taiwan Flash Company,TFC, and Taiwan Innovation Laboratory (trans. temp.)'s proposals would be suspended. However, on 12th, Vice Minister of MoEA Sheng-Chung LIN said, although the Legislative Yuan had reached the resolution to stop the processing of the DRAM companies' applications for the reconstructing plan, TIMC had been through the Executive Yuan's procedure and hence its application should be carried out as the plan; at the meanwhile, the other reviewing cases should not be suspended as well in accordance with the administration principle. In the future, MoEA would follow the decision of the Executive Yuan. If the Executive Yuan decided to stop the reconstructing plan for Taiwan's DRAM industry, MoEA would suspend the whole procedure.
Director of the Department of Industrial Technology Zi-juen DU said, it had been a while that the lawmakers both of the ruling party and the opposition party were questioning the reconstructing plan for Taiwan's DRAM industry, due to which MoEA was planning to give a report about the plan in the end of the month, but the rejection from the Legislative Yuan came too soon and too directly. However, Mr. DU expressed his position that he would continue to fight for the plan as long as there be any opportunity to make the Legislative Yuan change the mind. Besides, DU also pointed out that given no governmental financial assistance was granted, as long as there be enough private funding, TIMC would nonetheless be possible.
