[Disaster Prevention] Hualien Forest District Office Uses Satellite to Monitor Landslide Spots (Chinese Version)

Hualien Forest District Office Latest News (2011/01/10) Hualien Forest District Office appointed NCKU Research and Development Foundation to develop measures of satellite monitoring of landslide spots in 2010, attempting to collect and analyze the terrain data of the landslide spots at different time points for the reference of the governance and management of the office. Besides, during the post-disaster period when the persons have difficulty entering the disastrous spots, pilotless devices with high mobility, high resolution image capturability and instant responsiveness, will be delivered to the spots and conduct the on site investigation, back-feeding instant data for the reference of the emergent policy making and disaster management.

Hualien County has 329,090 ha. state forest compartments, most of which are located in the upper stream catchment area and already difficult to reach in the ordinary days, not to mention the days when disasters such as typhoon, heavy shower or earthquakes occur. Owing to such a predicament, the instant data about the disaster impact are difficult to obtain and then the disastrous situation cannot be grasped by the office.

Now, the forest district office has completed the construction of a basic database of the general information about the landslide spots in its jurisdiction with a collection of the satellite images of these spots during the past years. Besides, the rivers in its jurisdiction, including Liwu River, Taosai River, Sanjhan North River, Mugua River, Shoufeng River, Maan River, Bazi River, Hongyeh River, Fengping River, Lehe River, etc., are monitored so that when a disaster occur the terrain changes of the river banks will be contrasted against the previously collected images. With such a contrast, the better emergent policy and disaster management will be made. Besides, the office also spent special attention to the spots of the public's worries including the barrier lake at Chu Village, Tongmen along Mugua River and the highway slopes along the Provincial Highway No. 9 and the Heping Highway.
