[資訊通訊] IEEE訊號與資通訊科技國際會議（ICASSP）2009台北大會4月19-24日全球高峰菁英集會台北
「IEEE 訊號與資通訊科技國際會議（ICASSP）」是國際電機電子工程學會（IEEE）所屬的「訊號處理學會(Signal Processing Society)」的年度大會，也是全球此一領域地位最崇高、最具代表性的國際會議。其內容涵蓋所有訊號處理的子領域，如音訊與音響、影像、視訊、多媒體、語音、數位通訊、網路、無線通訊等，事實上是所有資通訊科技的重要核心技術；任何資訊都是訊號，均需處理才能傳送或使用。故此一會議是此一領域全球少數最重要的大會之一。
今年的 IEEE ICASSP 2009 大會訂4月19日至24日在台北市國際會議中心召開。ICASSP 大會除了是此一領域所有最新技術最重要的發表園地，有各種主題演講、專業課程、特別小組及各種論文發表等以外，也是IEEE學會的年度大會。因此學會的所有行政性會議也都在此會議中召開。也因此學會總裁、副總裁、及所有相關業務之負責人等，都必須前來主持或參與會議，因此 ICASSP 大會也是在訊號與資通訊方面全球各領域、各地區、各單位所有領袖人物全體到齊的唯一大會。截至4月13日止全球註冊總人數已達1762人之多，來自48個國家，其中僅 IEEE 學會會士（Fellow）人數就近百人之多，此一數字與過去最景氣時在美國舉辦的大會的註冊狀況相比毫不遜色。
此次大會共有四場核心主題演講，產業相關的兩場分別由日本富士通實驗室總裁 Dr. Kazuo MURANO 及我國聯發科技蔡明介董事長主講，而前瞻科技相關的兩場則分別由美國史丹福大學著名的產學兩棲學者 Professor John M. CIOFFI 及英國劍橋大學的著名學者 Professor Steve YOUNG 主講。此外大會議程共有一百四十多場小組研討，四場專業論壇（Panels），其中並包涵四大主軸，主題分別是第四代無線通訊、網路世代的訊號科技、沈浸式全面通訊（Immersive Communication）及多媒體資訊搜尋，會前並有17場專業課程。
此次大會由中國電機工程學會代表全國電機工程人員及團體統籌主辦，臺灣大學電機系李琳山教授擔任大會主席負責規劃執行，中華電信與聯發科技分別投入相當的人力物力大力支持，而國科會、經濟部、教育部、交通部、外交部、工研院、資策會等各政府機構及微軟、IBM、Google 等全球性產業以及諸多國內民間產業也都傾力投入，共襄盛舉。並且由中國電機工程學會、臺灣大學、中華電信、聯發科技共同召開記者會，由中國電機工程學會理事長、臺灣大學校長李嗣涔和中華電信呂學錦董事長、聯發科技蔡明介董事長聯合主持；三位各領域的領袖人物都對大會的圓滿成功懷抱極高的期待。
ICASSP第一次在亞洲舉辦是1986年的東京大會，之後2003年原本規劃在香港，但因當時香港發生嚴重的SARS疫情，臨時取消。台北在2004年的蒙特婁大會中擊敗當時最主要的競爭對手倫敦，取得2009年的主辦權，是ICASSP繼1986年東京大會23年之後第二度來到亞洲舉辦，也是此一有歷史意義的大會的第34屆。

“International Conference on Acoustics, Speech, and Signal Processing (ICASSP)” is the annual conference of IEEE's Signal Processing Society, and is also the most esteemed and the most representative international conference in this field. It comprises topics such as audial signal and acoustics, image, video signal, multi-media, speech, digital communication, internet, wireless etc., which all together are in fact the core techniques of information and communication technologies; any information itself is signals, and thus has to be processed for communication or applications. Based on this ground, the conference is regarded as in possession of a rarely high-valued significance among all the others in this field.
IEEE ICASSP 2009 takes place on 19th- to 24th-Apr. at Taipei International Convention Center. The conference not only provides the most important stage for the presentations of new techniques in this field and offers opportunities for keynote lectures, professional courses, presentations of articles in specific topics, but also includes the annual meeting of the IEEE board governors. All the administrative and executive discussions are all scheduled in the conference. Hence, the president, the vice-president and the relevant managers of the society must participate the event. Therefore, ICASSP becomes the only event bringing together all the leaders from various sub-fields of information and communication technologies as well as from various countries or areas. By 13th-Apr., the registration members of the conference has reached 1762 people from 48 countries, among whom are over one hundred IEEE Fellows. The participation is no inferior than that in the United States in its previous prosperous period at all.
Four plenary speeches are specially arranged, two of which are industries-related given by Dr. Kazuo MURANO, President of Fujitsu Laboratories Limited, and by Ming-Kai TSAI, Chairman of the Board and Chief Executive Officer of MediaTek Inc., while the other two about advanced technologies are given by John M. CIOFFI, Stanford University & ASSIA Inc., and by Steve YOUNG, University of Cambridge. Besides, there are over 140 lecture and poster sessions, four panels, threaded up with four major topic lines: Signal Processing for 4G Wireless, Network Distributed Signal Processing, Immersive Communication, and Multimedia Search and Retrieval. Moreover, the program also includes a very strong tutorial program of 17 tutorials covering a wide range of balanced topics selected by a committee chaired by IEEE Tutorial chair, Professor Tsuhan CHEN of Carnegie Mellon University.
The conference is mainly hosted by the representative organization of the electrical engineers and parties in Taiwan, The Chinese Institute of Electrical Engineering. Professor Lin-shan LEE, dept. of Electrical Engineering, NTU, is the chair of the conference committee. Chunghwa Telecom and MediaTek Inc. contribute a lot of resouces supporting the conference; meanwhile the conference also receives support from many official institutes, such as National Science Council, Ministry of Economic Affairs, Ministry of Education, Ministry of Foreign Affairs, Industrial Technology Research Institute, Institute for Information Industry, and many international industries, such as Microsoft, IBM and Google. The Chinese Institute of Electrical Engineering, National Taiwan University, Chungwha Telecom, and MediaTek held the press conference together, and Si-chen LEE, President of CIEE and President of NTU, Shyue-ching LU, Chairman of the board of Chungwha Telecom, and Min-Kai TSAI, Chairman of MediaTek Inc., the three leaders hosted the press conference together, addressing their expectation and best wishes to ICASSP 2009.
This will be the second ICASSP held physically in Asia after the first one, ICASSP 1986 in Tokyo. ICASSP 2003 was originally to be held in Hong Kong, but was unfortunately canceled due to the SARS scare, resulting instead in a virtual conference. Taipei defeated London and wan the hosting right of ICASSP 2009 in 2004 ICASSP Montréal. This is no doubt one of the most notable national events in Taiwan for years. And being the second time of ICASSP in Asia after 23 years makes the 34th ICASSP historically remarkable.
