[科技政策] 馬總統:智財權及文創市場開放納入四次江陳會協商

據中央廣播電台報導(2009/05/01)馬英九總統於五月一日出席由副總統蕭萬長主持第一屆「文化創意產業圓桌論壇」總結會議,該會議決議,未來將把智慧財產權及文化創意產業市場開放等議題納入兩岸的四次江陳會中討論。馬總統強調,現在確實已經到了將文化議題納入兩岸談判的時候,而他相信透過兩岸的合作,中華民族的創造力更可以得到更好的發揮。馬總統說:「我想在往後的談判協商的議題中放入文化的議題確實已經到了時候,所以我希望大家可以談出來具體方向來,做為兩會未來協商的參考。」

據報導,馬總統強調,台灣在文創產業上具有極大的優勢,不但具有海洋文化的特質及移民的精神,更包涵了中華文化深厚的底蘊,因此未來政府將會成立文創創投基金鼓勵引導民間投資,積極開發文創產業產值。馬總統認為,兩岸最應該競爭的就是軟實力上,而不是外交和軍事上的競爭,因為後者只有對抗及消耗,但在文化創意產業上,兩岸卻是既競爭又合作的關係,將會讓兩岸雙方更了解和融合,而且他相信透過兩岸文化的交流,中華民族的創造力必然可以得到更好的發揮。

[Sci-tech Policy] President Ma: Intellectual Property Rights and Cultural and Creative Industries Market Access Will Be Included in the Fourth CHIANG-CHEN Meeting

According to Radio Taiwan International's report (2009/05/01), President MA Ying-Jeou attended the conclusive meeting of the “1st Cultural and Creative Industries Roundtable Forum,” hosted by Vice-President Vincent Siew, on 1st-May. The meeting reached the conclusion that topics such as intellectual property rights and cultural and creative industries market openness should be included in the fourth CHIANG-CHEN Meeting. President Ma emphasized, ibid., now it should be time about to put cultural issues into the cross-Straits negotiations, and he was repeated to believe that via the cross-Straits cooperation, Chinese people's creativity must be well enhanced. He said, “I think it's about time to include cultural issues in the following negotiations, so I hope all the participants together (in the forum) could figure out the concrete directions for forthcoming negotiations between both organizations (Straits Exchange Foundation and Association for Relations Across the Taiwan Straits).”

President MA emphasized, ibid., that Taiwan holds excellent advantages regarding cultural and creative industries, for Taiwan obtains not only the characteristics of oceanic culture and immigration spirit, but as well the profound inheritance of Chinese culture. President MA believes, the cross-Straits competitions should be turned to the focus of cultural and creative industries in stead of diplomacy and martial development, for the latter only cause opposition and exhaustion while the former can bring forth mutual understanding and steady fusion. And he believes via the cross-Straits cultural interflow the creativity of Chinese people will be greatly enhanced.
