Will Focus on Digital Development in Remote Districts and among Under-Privileged Groups (Chinese Version)

Awakening News Networks (2010/12/14) Research, Development and Evaluation Commission, Executive Yuan, released the result of the digital divide survey this year, pointing out that, after the commission's promotion of the free loan of wireless-internet accessible computers in the remote districts, the internet usage rate in the remote district has grown up to 57.5%, yet still dropping 15 % behind the non-remote areas.

According to this year's survey, the urbanization degree and the internet/computer usage rate are in direct proportion. Among the cities and counties in Taiwan, Taipei City, Taichung City and Hsinchu City are the most digitalized districts, while Pingtung County, Yunlin County and Chiayi Chouty are the less digitalized (<65%) perhaps due to their high aging population structure. Generally, East Taiwan is the least digitalized comparing to the other parts. The average household internet usage rate in Taiwan is about 80%, while the topmost city, Taipei City, has a rate of 87.9%, which is 20% higher than the district with the lowest rate Chiayi County (66.8%).

The report indicates that the aboriginal population's personal internet usage rate grows up to 65.9%, 5% lower than the nationwide average rate, and the male aboriginal population's rate is 72.5%, 3.3% higher than the female aboriginal population's rate. Research, Development and Evaluation Commission declares that the focus of the digitalization promotion in the future will be on the females, remote district population, aged population, disabilities and low-income households.

As the result of the government's effort, the internet usage rate of the remote districts has grown from last year's 53.6% to this year's 57.5%. However, there is still a 15% drop between the non-remote areas and the remote areas. Besides, the commission began to offer wireless internet accessible computers for free loan in 12 libraries in the remote districts, and the return rate is 100%. The commission says, the digital drop indicates the digital opportunities, with which we know where to invest our major effort and resources.
