[Environment] Premier Wu Urges Scholars to Investigate Methods to Change Reservoir Sediment into Building Materials (Chinese Version)

The Liberty Times (2010/06/15) & Merit Times (2010/06/14) At the Executive Yuan's regular meeting on June 10, Premier Den-yih WU said that the useless reservoir sediment may be changed into valuable lightweight building materials as some scholars suggested, and directed the relevant departments in the government to begin to investigate the methods, including Ministry of Economic Affairs, National Science Council, etc.

The Liberty Times presented serial reports on Shihman Reservoir in May, in which many experts and scholars were invited specifically to discuss about the excessive siltation problem. The reports came to a conclusion that the sediment is actually not waste, suggesting to make green building materials with the sediment. Premier WU in the regular meeting of Executive Yuan on June 10 also indicated that the former President of National Chung Hsing University Tsong YEN once proposed to him the idea to make a policy encouraging the reuse of sediment.

Premier WU said, because the present strategy of sediment management is “collect and sell,” the sudden large-scaled dredging projects in South Taiwan have caused an oversupply problem. However, the projects cannot be detained. He thus suggested Ministry of Economic Affairs to accelerate the establishment of earth-volume bank to keep the supply-demand balance. If the earth-volume can be changed into valuable building materials, perhaps the oversupply problem can by the way be relieved.

Secretary-General of Taiwan Lightweight Aggregate Concrete Association, as well as Chair of Department of Civil Engineering, National Chung Hsing University, How-Ji CHEN said, since the serial reports appeared, there have been more than twenty construction companies or building materials dealers make contact with the association enquiring about the technological development status and supply capacity of lightweight building materials in Taiwan. According to How-Ji CHEN, during the past decade, many universities in Taiwan have trained a lot of young talents dedicating to the relevant technology research and development. All these experts have indeed get themselves well prepared for the market demand. Besides, we also have had local enterprises dedicated for the relevant R&D's. “Technology and capacity is no problem at all,” said CHEN. The only problem is that by now the industry is not yet matured and the construction companies get too used to purchasing import materials.

On the contrary, the environmentalist groups thought Executive Yuan did not get the ultimate point yet. Standing President of Green Formosa Front Chang-Mao LIN (林長茂) pointed out, regular building materials only cost four to five hundred NT dollars per cubic meter, while the lightweight materials cost more than three thousand NT dollars per cubic meter. Without the conditioning of some proper policies, most construction companies will still choose cheep materials. He suggested the government to adopt Japan government's strategy, namely, to require the utilization of lightweight materials in massive constructions.
