NTU Newsletter (Issue 981) The Academy of Sciences for the Developing World, TWAS, announced the winners of the TWAS Prizes for 2009 on October 20 evening, including the winner in the engineering sciences, Professor Liang-Gee CHEN, the Deputy Dean of office of Research and Development and the Distinguished Professor of Department of Electrical Engineering at National Taiwan University.

TWAS is founded in 1983 and its principal aim is to promote scientific capacity and excellence for sustainable development in the developing countries. Regarding the excellence in the research as well as the contribution to the development in the developing countries, TWAS respectively selects one outstanding scholar per year in 8 fields: agricultural sciences, biology, earth sciences, engineering sciences, mathematics, medical sciences, and physics. Hence, the prize not only indicates the winners' own academic success but also recognizes the contribution of each winner's country to the developing world, honoring the high value of humanitarian caring.

In the field of application-specific integrated circuit design, Professor CHEN puts the complicated digital image processing into the digital multimedia SoC, and transfers the techniques to the industries so that we would have our present personal mobile devices with digital camera, video camera, high quality audio-video display etc. This is regarded as a great contribution to engineering sciences. Professor CHEN's research team also breaks the world record for several times. He once led a team to develop the first H.264 high video quality coding SoC in the He also initiates Taiwan IC Design Society (TICD), NSC SoC Implementation Center (trans. temp.), and Taiwan SOC Consortium. He is the initial Director of the Graduate Institute of Electronics Engineering, NTU, and the present Director of ITRI-Electronics Research & Service Organization (ERSO).
