NTU Spotlight (Issue 185) Since the 8th Nationwide Conference of Science and Technology in 2009, during which the demand for establishing councils for research ethics in local universities emerged, National Science Council (NSC) began to promote a program of human behavior and body research ethics establishment and control framework according to the conclusions from the conference series taking place respectively in the North, Central and South Taiwan. NSC expected to intensify the researchers' attention to the research participants' human rights and to help with the sustainability of science and technology development via the promotion of the program. One university in each area was selected and assigned with the task of promotion. National Taiwan University was the selected one in North Taiwan, responsible for forming an alliance for research participants protection among the research institutes in the area.

Since 2010 January, National Taiwan University began the execution of NSC's program of human behavior and body research ethics establishment and control framework, and in 2011 May the university's regulations for the organization of research participants protection were passed, according to which the university's Research Ethics Office was inaugurated in 2011 August, while in November the same year, the office organized a review council for behavior and sociological research ethics. With the execution of the NSC program, National Taiwan University served the universities and research institutes in North Taiwan with practice consulting, case reviewing, experience sharing regarding the execution of the council and the help with reviewing research projects. By now, 28 universities or institutes in the area have officially formed an alliance for research participants protection, whose office and execution affairs were sustained by NTU's Research Ethics Office. Besides, the program website provided with an online platform for experience sharing and information publicization. With the platform, the communications and cooperations among the alliance members could be bettered.
