[Sci-tech Policy] NSC Proposes Strategies for Running Ministry of Science and Technology (Chinese Version)

CNA (2012/01/11) National Science Council (NSC) explained to the public the plans and strategies for accomplishing the new task of running the Ministry of Science and Technology in four domains, expecting to promote the cooperation among industries, academies and research and development institutes on advancing Taiwan's sci-tech innovation as well as the environment that supports the progress.

The task of the Ministry of Science and Technology is understood by NSC as the following divisions: (1) to decide national policy on sci-tech development, (2) to review national sci-tech development related plans, cross-department coordination, assessment and other miscellaneous decisions referred by the Executive Yuan, (3) to promote fundamental and applied sci-tech research , (4) to promote large-scale sci-tech research and development projects, (5) to support academic research and the development of industrial advancing technology, (6) to develop science and industry parks, (7) to be in charge of the policy-making and the control of nuclear safety and (8) to manage the National Science and Technology Development Fund .

To carry out these tasks, NSC explained the executive tactics to the public in four domains.

In the domain of the sci-tech policy-deciding, NSC planned to introduce the research communities on sci-tech development policy in the ministerial operation and to form a sci-tech development advisory council with members of scholars and specialists that contributes advices and assistance for the national sci-tech development and the Executive Yuan's sci-tech cross-department plans, coordination and assessment.

In the domain of establishing solid ground of fundamental research and cultivating talents, NSC planned, taking the present achievement of the institute's academic promotion as the basis, to give more support to Taiwan's innovating and advantageous fields, to continue encouraging excellent fundamental sciences, to analyze the development trends and to select and design emerging investigation subjects.

In the domain of promoting applied technology, NSC will enhance the academia-social and academia-industrial cooperation, helping with the integration of the dynamics of the industries and academies, encourage science and industry parks' characteristic development and supervise the national sci-tech policy-making as well as the investigation of disaster prevention and management.

Besides, in response to the emerging concerns about the issue of nuclear safety in the public, NSC indicated that a department in charge of nuclear safety will be set to monitor the nuclear radiation situation around the sites of nuclear equipment, to control the management of the nuclear, radiating and ionizing radiation materials, to respond to the nuclear emergencies or accidents and to accelerate the relevant sci-tech development.

NSC said, after the Ministry of Science and Technology begin to operate, the national sci-tech policy of fundamental research and that of the applied research will be integrated, and the upper stream and the middle stream of the nation's sci-tech development will be linked by combining the policy making of the two.

NSC wanted to further the contribution of fundamental science research to the applied technology and industries. NSC also planned to design an innovation oriented model of sci-tech development, focusing on the academia-industrial and interdisciplinary fusion and creative ideas, bringing forth a friendly environment for sci-tech innovation and development.
