Commercial Times (2009/12/15), cnYes.com (2009/12/17) & China Times E-paper (2009/12/18) Chunghwa Telecom and ITRI signed ICT Technical Cooperation Agreement on 17th-December, in accordance with which ITRI will transfer twelve patented techniques including eBook, cloud computing, energy saving, IPTV etc. to Chunghwa Telecom in forms of technology licensing or royalty. These techniques are expected to be further commercialized by means of Chunghwa Telecom's platforms such as MOD, HiNet and emome. The alliance of ITRI and Chunghwa Telecom aims at integrating the up-, the mid- and the down-stream of ICT industry in Taiwan, and exploring the oversea markets such as Thailand, Vietnam, China etc. ITRI President Johnsee LEE points out, the comprehensive cooperation between the two parties is indicatively significant; it is expected that Chunghwa Telecom could extend its industrial basis by this alliance in order to further advance the competitiveness of the whole infotech industry in Taiwan.

The twelve techniques in the cooperation between Chunghwa Telecom and ITRI include cloud computing, eBook, energy saving, remote medical care, digital audio-video service (Tripe Play Services/IPTV), home use instant communication system (Home Messenger), automobile communication system (Telematics), wireless positioning system, intelligent monitoring system, intelligent mobile supervision and service-share platform, and 3D image recognition system (RFID Reader).

Chunghwa Telecom has signed an ICT MoU with China's China Telecom System Integration Co., Ltd. in September 2009, after which Chunghwa Telecom's HiNet energy saving equipment has passed the verification test in Shanghai so that once China Telecom grants approval, Chunghwa Telecom's ICT and IENet energy saving service could enter China's market and set the first case of cross-strait ICT cooperation. Besides, by cooperating with Farglory Land Development, Kindom Construction Corp. and Prosco Construction Co., Ltd., Chunghwa Telecom has introduced its home monitor and control service into the new construction cases. Chunghwa Telecom also develops the M-Police platform which has been adopted by National Police Agency and nineteen police stations in Taiwan. Chunghwa Telecom's iEN intelligent energy management system has been adopted by Academia Sinica, Taipei Veteran General Hospital, National Pingtung University of Science and Technology etc.; now Chunghwa Telecom is going to introduce the service into Thailand.
