[Disaster] Taiwan Plans To Build Multi-purpose Call-for-Help Cloud Platform (Chinese Version)

CNA & BCC (2011/03/22) Minister of the Interior Yi-Huah JIANG said on March 22 that the Ministry of the Interior plans to spend one billion NT dollars during the forthcoming five years on the construction of a multi-purpose call-for-help cloud platform, through which people can report the damage situation or call for help while the central government and the local governments can obtain the realtime information as well.

Legislator Shyh-Bao LAI held a gathering on March 22 morning discussing the report mechanism in the clouding era, to which Yi-Huah JIANG, Director of Technologies Administration Dept., National Communications Commission (NCC) Tzu-sheng CHEN, Secretary-General of Mountain Rescue Association of R.O.C. (trans. temp.), etc. were invited to participated.

Shyh-Bao LAI said, during 88 Flood period, the one or two dozen report lines in the service centers of the local governments cannot meet the large loading of the more than 4000 telephone reports per hour. He asked NCC to conduct an overall review of the available report channels for disaster responses and to construct a multi-purpose alert mechanism including mobile phone texting alerts in one year.

Shyh-Bao LAI also asked the Ministry of the Interior to construct a call-for-help cloud platform in one year as well, which should allow for realtime positioning reports; besides, he added, the traditional life line service should be equipped with the functions such as notification, texting record, cloud operator service, etc.

Yi-Huah JIANG said, during the post-Japan Earthquake period, the government held gatherings everyday reviewing the present disaster prevention and management mechanisms and looking for better refinement and solutions, and all these gatherings directed to the conclusion that the clouding technology seemed to be the core of the future disaster response. JIANG continued, during 2012 to 2016, the government plans to spend one billion NT dollars to construct a cloud platform for disaster prevention and management, which is considered to enhance both the reaction efficiency of the central/local governments and the reporting mechanism.
