（南早中文網訊）中越兩國就領海爭議的針鋒相對從南海搬到了聯合國。針對中國日前就中越南海爭議向聯合國提交的立場文件，越南駐聯合國代表予以駁斥，稱文件歪曲事實，毫無法律依據。越南方面還要求聯合國在成員國之間傳閱其遞交的“立場文件”。<br />
<br />
據法新社報道，在中國於週一就與越南爭議向聯合國遞交照會後，越南方面也向聯合國提出，要在聯合國大會上向各成員國散發該國遞交的“立場文件”。<br />
<br />
針對中國此前遞交的“立場文件”，越南駐聯合國代表團團長黎淮忠表示，中國所遞交的文件內容是歪曲事實，沒有國際法律依據。他強調，越南擁有足夠的法律及歷史依據，可證明越南對西沙群島擁有主權。<br />
<br />
黎淮忠指出，自5月初起，中國單方面在越南專屬經濟區和大陸棚海域架設鑽井平台，派遣軍艦等船隻與戰鬥機維護其作業，干擾越南執法船的活動，採取多種挑釁行為。中方船隻還曾撞沉一艘越南漁船。<br />
<br />
黎淮忠表示，越南堅決要求中國撤離鑽井平台與船隻，在遵守1982年聯合國海洋法公約等國際法的基礎上，透過對話與和平方式解決爭端。他還稱，越南已保持克制，並與中方多次交涉抗議，但是中方不但不停止違法行為，而且還採取加劇緊張的行為。他希望聯合國與國際社會繼續聲援越南。<br />

<b>越南和菲律賓的海軍周日（6月8日）在具有爭議的斯普拉里群島（中國稱之為南沙群島）舉行了足球、排球、拔河混合友誼賽，罕見地顯示了雙方的團結一致。</b><br />

菲越兩國發表共同聲明說，這個歷時一天的活動是在越南管轄的南子島舉行的，活動中也包括一些文化交流。<br />
<br />
菲律賓官員指出，大約40名菲律賓海軍駛船前往該島，並帶去一些類似米餅等當地的特產。<br />
<br />
在友誼賽中，每個隊將由菲律賓和越南士兵混合組隊。菲律賓海軍發言人表示，「我們希望做出一個榜樣。我們希望顯示出，針對爭議的另類方式其實可以幫助緩解爭議。」<br />

中國、菲律賓、文萊、馬來西亞、台灣和越南都聲稱對斯普拉里群島的島嶼擁有主權。<br />

雖然越南和菲律賓是競爭對手，但是兩國由於都與中國在爭議海域問題上陷入僵局，而在最近商討了關於緩解雙方緊張關係的方式。<br />

菲律賓也聲稱對南子島擁有主權，該島曾經先被菲律賓佔領，不過越南士兵在1970年代佔領了該島。<br />

中國也宣稱對斯普拉利群島擁有主權，並對除了中國之外的其它國家在該群島的活動進行譴責。<br />
<br />
中國5月份在南海有爭議的水域鑽油的舉動引發了越南的反華抗議，導致至少兩名華人喪生，而據信有多個華人在越南經營的工廠被燒。<br />
<br />
雖然有關的反華抗議已經得到了控制，但是中越兩國仍然在鑽油台水域附近處於僵持狀態。<br />
<br />
另外就在最近，菲律賓周六正調查關於中國填海造地將南海兩個偏遠礁石擴大為島嶼的報道。<br />

Since 1 May, China has deployed the Haiyang Shiyou 981 floating oilrig off the central coast of Vietnam for an exploratory mission. Vietnam has been infuriated as the rig has been parked well within Vietnam’s lawful Exclusive Economic Zone (EEZ), just 120 nm from its maritime baseline. It has also caused widespread concerns across the region.<br />
<br />
The incident is the latest development in what can be seen as a new wave of Chinese assertiveness in the South China Sea following its successful de facto seizure of the Scarborough Shoal from the Philippines in 2012. After a relatively calm year of 2013, this new wave started earlier this year with China’s siege of the Second Thomas Shoal in the Spratlys. There are also reports that China has been actively preparing for the construction of an airstrip on the Johnson South Reef, which it occupied after a naval skirmish with Vietnam in 1988.<br />
<br />
<br />
Deploying oilrigs in Vietnam’s EEZ isn’t a new tactic for China in its maritime disputes with Vietnam. In 1997, and in late 2004, China deployed the Kantan-3 floating oil platform to drill in Vietnam’s Block 113 off Thua Thien-Hue province. In both cases, China had to withdraw the platform after Vietnam issued diplomatic protests.<br />
<br />
Nevertheless, the deployment of the Haiyang Shiyou 981 can still be seen as an escalation of Chinese assertiveness. Unlike the Kantan-3, the new rig is equipped with much more advanced technologies that make drilling more feasible in deep-water areas. Although it’s still unclear whether the rig has indeed undertaken drilling, the enhanced feasibility of the operation means that this time China is able to pose a more credible threat to Vietnam’s legitimate rights and interests.<br />
<br />
Vietnamese authorities also report high levels of Chinese aggression at the scene. For example, China has dispatched up to 80 vessels from different forces, including seven naval warships, to the scene to protect the rig and to intimidate the Vietnamese vessels. Chinese vessels were reportedly using high-pressure water pumps to attack Vietnamese ships. Some also rammed Vietnamese vessels intentionally, causing major damage and endangering the lives of Vietnamese crew.<br />
<br />
Against this backdrop, questions arise as to why China has targeted Vietnam rather than other claimant states in the South China Sea.<br />
<br />
First, China might have considered Vietnam a more ‘convenient’ target than other ASEAN claimant states. Targeting Vietnam might not stir up as much concern and protest from other powers as targeting the Philippines, which has recently tightened its military cooperation with the US.<br />
<br />
Second, the rig’s area of operation is close to the Paracels, which facilitates China’s protection of the rig. In that sense, it’s physically easier for China to coerce Vietnam than other claimants for simple reasons of geography.<br />
<br />
Third, Vietnam is China’s biggest rival in the South China Sea so targeting it can provide Beijing with an opportunity to test Vietnam’s genuine capabilities and resolve. Vietnam has recently invested considerably in upgrading its navy as well as paramilitary forces, such as the Vietnam Coast Guard and the newly-established Vietnam Fisheries Resources Surveillance.<br />
<br />
Fourth, Vietnam has recently made efforts to forge closer ties with the US so the deployment of the rig might serve as a timely reminder of the consequences of such actions.<br />
<br />
Regardless of what China’s intentions might be, its deployment of the rig is undoubtedly a serious threat to Vietnam’s legitimate interests. Vietnam must therefore stand up to the Chinese challenge. Unfortunately, Vietnam seems to have only a limited range of options to deal with this.<br />
<br />
It’s obvious that Vietnam isn’t willing to use force to evict the rig from its EEZ—it risks a major war with China, which is undesirable for Hanoi. Vietnam’s restraint in using force is therefore understandable, although it might raise doubts regarding Vietnam’s deterrence capabilities against China.<br />
<br />
As a result, the most important thing Vietnam can do now is to name and shame China internationally and to enlist international diplomatic support in denouncing China’s actions. In addition to diplomatic protests, Vietnam will likely maintain the constant presence of its paramilitary vessels around the scene, at least as a form of protest against China’s actions, if not as a tactic to obstruct the deployment and operation of the rig.<br />
<br />
The most likely outcome is that there’ll be a standoff between the two countries over the rig until August 15, the date China announced it would withdraw the rig. Still, it’s unclear as to whether China will do so, and if so, whether it’ll move the rig back to its waters or simply to another location unacceptable to Vietnam.<br />

(Reuters) - U.S. President Barack Obama sought to reassure allies in Asia last month that the United States would support them in the face of a more assertive China.<br />
<br />
But after one of Beijing's boldest moves in years to lay claim to contested waters off Vietnam, some Asia countries are asking a simple question: Where is Washington?<br />
<br />
Days after Obama left the region, China deployed an oil drilling rig 150 miles off the coast of Vietnam, into a part of the South China Sea claimed by itself and Hanoi. That sparked deadly anti-China riots in central Vietnam and raised questions over whether Obama's long-promised strategic "pivot" of military assets to Asia is more than talk.<br />
<br />
"We have been pushing the U.S. to change its policy and take sides in the regional dispute," said a senior Philippine defense official. "I wanted to see the U.S. match with stronger action what President Obama has said during his recent visit in the Philippines."<br />
<br />
China claims a stretch of water off its south coast and to the east of mainland Southeast Asia, setting it in direct conflict with claims of U.S. allies Vietnam and the Philippines. Brunei, Taiwan and Malaysia also lay claim to parts of the South China Sea.<br />
<br />
At stake is control over what are believed to be significant reserves of oil and gas. Estimates for proven and undiscovered oil reserves in the entire sea range from 28 billion to as high as 213 billion barrels of oil, the U.S. Energy Information Administration said in a March 2008 report.<br />
<br />
The United States has responded with sharpened rhetoric toward China, describing a pattern of Chinese "provocations".<br />
<br />
But it has taken no tangible action, a stark reflection of the limited options available to an administration already stretched by the crisis in Ukraine and faced with a quandary over how to deter China without damaging broader ties with the world's second-biggest economy.<br />
<br />
The United States has refused to take sides in maritime disputes and urged negotiations. Washington itself has ruled out mediating between Beijing and Hanoi.<br />
<br />
Some of America's friends in the region have little patience with a measured U.S. approach, especially after Obama, during his four-country Asian tour, raised expectations for an increased effort to keep China from overstepping in maritime disputes with its neighbors.<br />
<br />
An Asian diplomat in Washington said it was essential the United States took a firmer line with Beijing while also using its influence to calm the mood in Vietnam, where anti-China rioting subsided on Friday.<br />
<br />
He said the concern among Southeast Asian countries was that China was seeking incremental gains in provoking a series of crises with its neighbors, a tactic that could eventually change the regional landscape unless it was met with a resolute response.<br />
<br />
ASIA ALLIES KEEP CLOSE EYE ON U.S. RESPONSE<br />
<br />
The United States does not have a treaty obligation to defend Vietnam as it does the Philippines, and there was no sign Washington was considering tougher actions such as sending more navy ships to the area or imposing sanctions on Beijing.<br />
<br />
Due to the intertwined nature of the U.S. and Chinese economies, there is little appetite in Washington for the kind of punitive measures that have been used against Russia over the Ukraine crisis.<br />
<br />
Some China watchers believe a firmer U.S. stand is needed.<br />
<br />
"The United States should be prepared to offer support to Vietnam through an increased naval presence," wrote Elizabeth Economy and Michael Levi of the Council on Foreign Relations, a well-known think tank. "This would give Washington the ability to assess Chinese capabilities and to help de-escalate the situation."<br />
<br />
Another option, they said, could be restrictions on the U.S. activities of China's state-run oil company CNOOC, which owns the $1 billion rig.<br />
<br />
"If the United States can't back up its words with actions, its credibility in promising to uphold peace and stability in the region will be gutted," they wrote.<br />
<br />
The U.S. administration had hoped China would heed condemnation of its air defense identification zone in the East China Sea, which China established last year to enforce its claims on tiny Japanese-administered islands there.<br />
<br />
But Washington now believes that Beijing learned the "wrong lesson" from Russia's annexation of Ukraine's Crimea peninsula on how to pursue its own territorial claims, a senior U.S. official said.<br />
<br />
The official insisted that Beijing's behavior had only reinforced allies' desire for an expanded U.S. diplomatic, military and economic presence in Asia, Obama's signature second-term foreign policy initiative.<br />
<br />
Indonesian Foreign Minister Marty Natalegawa suggested that his country might be able to help mediate the China-Vietnam standoff. "If no one tries to make some kind of an effort, then the risk of escalation and a worsening situation is a very real one," he said.<br />
